2008 NC General Assembly Policy Agenda (Short Session)
NCPP currently supports the legislative priorities of the NC Alliance for Health, a coalition of individuals and organizations advocating for health improvement policies at the state legislature.
For the short session, NCPP's Board of Directors has endorsed the following policy agenda:
TOBACCO -
- Require all vehicles owned and operated by the state be 100% smoke-free and clarify local governments have authority to make vehicles owned and operated by local governments 100% smoke-free. (S. 1681 / H. 2252) - passed by both the House and Senate, awaiting Governor's signature
- Establish a 100% tobacco-free perimeter around all state government buildings and grant authority to local governments to implement and enforce 100% tobacco-free perimeters around local government buildings. (S. 1686 / H. 2253) - unlikely the bill will be acted on this session.
- Grant community colleges the clear authority to prohibit smoking on the grounds of community college campuses.(S. 1669 / H. 2254) - public law - signed by the Governor on July 11, 2008
- Tobacco Quitline Funding - $500,000 in recurring funding included in final state budget.
OBESITY -
- Establish statewide “quality” physical education standards in NC’s Basic Education Program.
- Fund baseline childhood obesity data collection.
- Implement and fully fund Child Nutrition Standards for grades K – 5. - no funding in final state budget.
- Endorse the Division of Public Health's Childhood Obesity effort to impact childhood obesity rates by 2015. - $2 million in non-recurring funding included in final budget.
